About
Regulatory advice from a small, independent practice.
You work with one adviser who scopes the question, carries out the analysis and explains the recommendation. The focus is GB energy regulation and the commercial decisions that follow from it.
Most difficult questions in energy are neither purely legal nor purely commercial. They live in the gaps between what the regulator permits, what the code requires and what the contract says — and they are usually being discussed by three different teams who each own only part of the answer.
That gap is where Utiliflex works. The practice is deliberately narrow: GB utility regulation, and the commercial consequences that follow from it. It is also deliberately small — one adviser, who scopes the work and then does it, with no account team and no handover.
Why independent
There is no delivery arm, software to license or referral fee influencing the recommendation. We can assess the options against your question and explain where the evidence supports a position, or leaves uncertainty. Sometimes that means we say a proposed approach will not survive contact with the regulator, or that a question would be better answered by a lawyer or an economist.
It also means the scope can be small. A two-day review that settles a decision is a perfectly good engagement, and often a better one than a six-week project that restates the question.
How the practice works
We take work on in three shapes: a fixed-scope piece of analysis with a defined output and a fixed fee; an advisory retainer for businesses facing a steady flow of regulatory decisions; or an interim role embedded in a team for a defined period.
In all three, we deliver a written output. A position, a paper, a framework or a decision — something that can be circulated, tested and relied on after the conversation ends. We tie every recommendation to the specific licence, code or consultation it rests on, so that anyone reading it can check the reasoning rather than take it on trust.
A confidential, focused practice
There is no client list, no biography and no logo wall here. Client work is confidential, and a page of badges tells a buyer very little anyway. The experience page describes the shape of past engagements instead — the type of organisation, the problem and what changed.
Utiliflex is not a law firm and does not provide legal advice; where a question needs one, we will say so. Nor is it a public affairs agency: engagement with regulators and government is part of the work, but the advice comes first.
Who it is for
Network businesses, suppliers, flexibility and storage developers, investors and public bodies — anyone for whom a paragraph of regulation turns into a number in a business case. The common thread is a decision that cannot wait for certainty, and a need to understand the framework well enough to act.
